Are certain "levels" of the Battle Shop also achieveable by higher tiers?

My best Pet is Tier 9 and I can only spend Hard Tokens -there are no other colums left, although I have some Very Hard Tokens left

nobody can see past the Hard section right now because the VH and EH sections are empty, apparently

I believe those sections do not have items available so they don't show up.

Thanks, I was just guessing the higher tiers could probably see more
