Can Shinwa send you to Saggitarius for a bracelet shard?

she used to, but doesn't any longer. Library, Old Wizard, Pete, and Maleria seem to be the only four she calls on.

I'm glad she doesn't anymore, that would be missing a bunch of sp each time you do the quest :P
