That would be the Token Shop. It only restocks occasionally, and when it does, there will be a news post about it which will also contain a link to the shop.

Additionally Carnival games (the tent on the world map near Delphi) all require tokens, as well as all vending machines. There's actually a lot of uses for tokens.
