About once a year. Unlike most events, like New years, halloween, Vesnali, its not really got a set "date" for it to start.

I really hope they have one soon. I went through the shop for it and couldn't stop wishlisting so many things.

If you need extra books, because you can only turn in ONE of each, vend at Blue sky, you'll get alot of books that way.
