You can get an unlimited amount from the Brewery in Veta Lake. One everytime you refresh. A lot of people are either hoarding them in hopes that the Recycle Beast will ask for them one day (boy, Recycle Shop items will nosedive if he does), or to get the 45k items in shop achievement.
