I wanted to make a CW item but i don't know how to begin drawing. Is there a place where you can draw it?

There's a handful of tutorials someplace on here (or were, Idek) but no, there isn't a place that you can draw them on the site. Most people use SAI or Photoshop for their CWs.

I'm sorry, I don't really know what you're asking. Most people draw on their computers using Photoshop or something similar, or on a piece of paper, then scanning it. They usually then upload it to sites like Photobucket and Deviantart. I'm not an artist by any means, so it's probably be best to ask down in the art forums what programs they use/are cheap, if that's what you're looking for.
