Does it take for awhile for all the GA perks to sink in?

Ohh okay. Mmm. I has a question. I used a GA account before and used up the 5 extra pet slots from that I got from the first time I used it. This is the second GA medal I've activated. Does it still increase the pet slot by 5 or would I HAVE to buy a mystical montre plushie?

With a GA medal you get up to 10 pet slots.. This does not change, so when you activate your second GA you will not get extra pet slots.
When you want to get more pet slots (so more than 10) you have to buy a or a . The Donadak one will give you 2 extra pet slots and the Montre plushie will give you one extra slot. You can use those plushies until you've got 20 pets in total.. (it isn't possible to get more at the moment)
