Okay, total edit.

This is the basic idea of what I want, except I want it... fancier. I want it to look like some time was spent on it and some skill was put into it. Because I totally fail with my puny msPaint.

I'm totally willing to pay 500k for a nice forum set. And I do have a link to the water image that i used, which is a stock from deviantart.
