You need to work on getting the colors to match. Having so many different shades of blue looks awkward. Maybe add a different color so it doesn't just look mismatchy? I agree with Rhino, something held wouldn't look too bad. And I think you need lipgloss too. I really like Blush of Winter to add a little something to the face as well.
The blues are different shades, but nice start! BTW, is my HA what you call too cluttered? XC
Since blue seems to be the only color in the avatar, I think the different shades actually look pretty good. Sort of ocean-ish. And I eternally love that shirt. Would you say my avvie is too cluttered?
I don't mind the shades of blue here since its the only color used and they all blend together well, however I'd drop the anklet (the black lineart detracts from your gentle colors and look and definitely add something to the face as others have suggested. A simple blush or lipstick would probably work great here.
Also, I'd probably move the winter scent behind the other layers so it doesn't appear to come out of your head and such awkwardly.

Yes, that's what I was aiming for. Different shades of blue all thrown together. Blue is one of my favorite colors. ^_^ I'll probably take off the anklet. I didn't notice the Winter Scent thing until now. 0_o moves
