I think i heard this be mentioned in another thread, but i don't remember the details ^^; sorry.

I don't really pay much attatention seeing as i don't enter the lottery much but now that you mention it i haven't seen a recent winner either =/

I think it's a glitch or something. I'm sure it will be fixed soon people do need the achievement.
