Getting a quest from the Oracle is a random event, so you just have to wait. She's found in the Sacred Lands, or by clicking here. :3

Merana is found on the 'Unknown Island', you can only reach there once you've completed the Uncharted Land Map.

You can only help the Oracle when she asks you to, and it's quite rare. :)

Also, for Merana, you need to put together the Uncharted Land Map to access where she's hidden. ;)
