It's a garter ,I think.

Go to Wardrobe then Clothing Editor then put the dropdown to All Clothing on Subeta and search for Groom. The preview will show you what it does.

I believe it's the garter, as in when the groom removes the garter from the bride after the wedding and then they toss it =p

It is a garter as everyone else had said. Part of wedding traditions if for the groom to pull off the bride's garter and toss it; like the bride tosses the bouquet to the crowd.
