Anyone who's not restocking due to shops "not restocking," they are. Instead of the shops saying "now" they're saying 59 minutes. Shops tend to restock at 4 or 5 minutes after that so I'd recommend refreshing at "Last Restocked: 1 hour 4 minutes ago." Good luck.
