On the island-based city of Kyair, a virus infects multiple people every year. This virus, unlike any other, causes its carriers to develop supernatural powers. Also, some of their senses become enhanced.

The government claims the only solution is to toss such carriers into the local asylum. Surprisingly, few people raise any objections. It's as if no one cares what truly occurs behind the asylum's walls.
