Sounds like this is better fitted for the problems and bugs section. But most likely they will eventually, there are few to no clothing items that aren't wearable.

Clothing items are updated whenever someone draws the HA designs. Sometimes super-old items pop up as wearable. New items tend to be wearable as soon as they're released, but old ones are sporadic. Basically, they're updated whenever the artists feel like updating them. shrugs
