Okay, so my boyfriend and I started going out on May 31st. I want to celebrate our 4th month anniversary (aw), but there is no 31st this month. should i say happy 4th month today or tomorrow?

i'd take advantage and make it a two-day 'holiday'. ^_^

If you really only want one day though, I would choose today, because it's actually in September, and you don't want to have two October anniversary's.
