1 are the items randomly 'magical' or are some items better than others? 2 can you frag an item more then once to get an HPC?

i fragged a dawn antlephore beanbag and got an HPC , then i did another and got nothing?

Well the items give out HPCs when you frag them if they are rare. Some you just get lucky and get a HPC even if they aren't rare. Do you get it? I was confused when I used it too.
