how do you send items to another person?

(without gifting it, stuffing their stocking, or doing a friend request)

Click the item > Send to a Buddy > choose someone or put the username.

it just tells me i have no buddies to send items to, & it won't let me enter a username

sorry if i'm just being dense :(
