ok what am i missing they are all in the blue i am confussed

This achievement is RETIRED! You can't get it aymore, cuz there are more than 9 achievements for Luminaire now. So the dress is "retired" too, you can still buy it from shops or through trades, but you cannot get it with the achievement.
