At Tier 2, there's no 'best set' really. Just a holder set that you'll out grow it quickly.

That being said, if it were me, I'd get Ontra Battle Wand, Clawsion Battle Wand. Cursed Irion Chestplate, Glacial Crystal Totem , Phoenix Quill, and maybe a Silver Clockwork Grenade. The Phoenix Quill in the Millionaire Center is rather spendy, but it's something that will always be in your set, even when you're Tier 12.
