Well, I don't think there's any can can be modified for under 20 mil, sorry. Those are legendaries, dual legendaries, and the godly/semi-godly weapons.

Fireside bow is the only one that comes to mind under 1 mil.

A decent attacker that's also really cheap is the item hunter wand. From what I've seen it does 13-15 icons (fireside bow does 15) It's icons are wide spread (phys light magma dark), so it's not great against opponents who do lots of defending, but it's great for beating up some of the weaker ones (especially gelatins)
