I'm not confirming whether or not this is inappropriate, but when you have a question similar to this, it is generally best not to post that picture, as it might be considered inappropriate, and you could may get a chastisement for that. So, tickets are the best way for questions like this.

I've seen worse (assuming it's the album I think it is, the back covers) or close to worse on some users profiles/etc, but that doesn't mean they weren't technically breaking the rules and just not getting caught.
