I think the arms are fine. You already have a large ring and thick bracelet, you don't want your HA looking too cluttered on top. Although your big waist bow and fairy arm items draws a lot of attention to your mid section so that could be why you think the shoulders are too bare. Anyway, I would try using more attractive lips and maybe a red choker around the neck.
