So im making some new layover (i forget if that's the right name) for some of my pets. And i wanted to know how do i make it so that people cant save the layovers through right clicking.

I dont know of a way but it wouldnt really help. They can still get it by viewing source code or just screen capping it. If you worried about someone "stealing" you really cant prevent that, anyway.

You can't do that with HTML and CSS. I doubt anyone would steal your overlay anyways; it's not exactly a problem Subeta has. Plus as said, it would still be extremely easy to View Source the image, and most people are aware of that, lol.
