I was going through the achievements list & happened to see achievements for completing quests for "Drunk Carl" or another saying "Sleeping Carl".

Who is Carl and where can i find him?

xD Yeah, when he's awake, his prizes suck. They are marginally better when he's sleeping, but that doesn't happen often. ._.'

Do you know if there's a certain time that he sleeps? Or is it totally random?

It's random. :/

Normally when I do his quests (not often) he sleeps for 2-3 quests. And the quests aren't too bad if you restock the item instead of buying them from user shops.
