You don't need to sign up for it. Just make sure the email address listed here is valid http://www.subeta.net/preferences.php?act=profile and you'll automatically receive it. Make sure to check your SPAM folder of your email, since that's where mine always ends up.

How often is there one sent out?

It varies. It's not sent out monthly. Usually when something big is happening on-site they send them out to tell players to log on to check it out. Or so the trend has been the last few.
