I never saw any news or announcements about scratchcard changes but the buy timer has been reduced to 5 minutes does anyone know if the prizes have also been reduced or planning on being reduced or any reasoning for any changes that have been made??

It's been changed to help with Major Drills quests. I've not noticed a change in prizes though the last 2 days I've gotten quite a few wins with stats or 1-5k sP prizes.

do you know if this change is permanent or only for the duration of the event?

Not 100% sure I think perhaps it's only for the duration of the mini event most likely.
