You get them by accepting a dance from someone, or by someone accepting a dance from you.

When you are in the Masquerade forum underneather the HA you'll see

'invite XXX to dance' click that

I just got 4 when someone accepted my invitation to dance. I don't know if they are also scattered around the site of if dancing is the only way to get them

Currently dancing is the only way to get them, however, if you go to the libertine lounge there's an option to exchange lounge trinkets for steamwork trinkets.

It's 2 lounge trinkets=1 steamworks trinket.
