Does a semi-breakable weapon have a chance to break for the battle, or permanently? I searched around and couldn't find anything, just trying to decide whether I should buy an Item Hunters Bomb or not.

No! It simply means it wont be able to be used in battle anymore but when you finish the battle it will re-appear on your weapons list.
