This is one of the Red Rreign items that you can randomly find floating around the site. I don't think it's that rare--I've found a few of them already. It's a new item, so that may be why it hasn't proliferated to shops and whatnot yet.

Account search that for me please? I figured it should be, but pretty much all (I didn't search every single one) the new ones are under 100K, and this one isn't anywhere to be found.

I haven't found that one either, and I've found all of the others at least once.
