The option went missing when the avatar page was rebuilt. Items with more than one form (like the [[Hawk Moth Petal Charm]] and its firefly twin) now show a small badge in your Items panel; wear one, open the gear on its row under Currently Wearing, and pick the form you want under "Display as". Owning any item in the set lets you display any of its forms.
