Some of the shops are always empty, though it says restocked some minutes ago, for example Apocalyptic Apothecary, Spells Galore, Half Baked, Icy Goods, Atebus and some more.

Is this ment to be normal or a bug?

Those haven't been moved over to the new system yet. They're just kind of listed as a placeholder for now.
