Where can I access the HA contest?

I plan to enter again and the prize pool is quite satisfying to win

Sometimes, the specific contest you want to enter won't show up for several hours (seems to be bugged). Be in time to create an outfit, because sometimes you won't be able to enter for several hours, even only the next day.
