I'm using the Refined Energized Arm Augments with the intricate components to create Intricate Energized Helmet. It's not working. Am I doing something wrong?

The goal is to create the helmet so I can turn it into the mecha suit

As long as you have the right items it really doesn't matter what step you do them in. The steps is just so you get the item you need to make the next item.
