Is there a guide or guidelines for level 9 specifically? I want the achievement!

dunno, im still stuck on 6 no matter what ive tried lol

i believe it's been stated that the levels are not actually fully randomized, but rather follow some sort of pattern / pre-determined layouts. unfortunately, afaik nobody has ever actually documented or collected this information anywhere.

at one point i was trying to screenshot as many partially-uncovered layouts as i could with the hope this would reveal some sort of pattern that would let me predict where all the leviathans would be based on some initial guesses. this... did not work lol.

maybe i just didn't try hard enough but it was such a pain in the ass that i've pretty much given up on ever beating level 9, as being methodical about it like i usually do always sees me running out of moves long before i'm even close to winning. now i only play to get a few hits when major drills asks me to.
