It is supposed to be in the cash shop, but where? Doesn't say retired, so where do I find it?

It was retired in 2018. You can find it in the themed chance machine if you are lucky, or it might return in future Black Friday sales.

FYI. Cash shop items aren't listed as 'retired' rarity - that is only for ordinary items that restock in NPC shops.
