So as you can see, I've been trying to be a phoenix for a little while, but there's a gap on my HA's forehead, and I'm having trouble finding something to fill it in. I tried the Red HA skin tone, but it was a bit too red and stood out texture-wise. Other than CW's, does anyone have item suggestions?

You could try layering + others to create a more fitting skin tone

There's also that might match or help with layering with the curious little dolls - I wasn't able to find the feathers and stuff you're using to try and pin down a combination

some wigs or partial hair bits might give a better color and/or texture:

Thanks! It turned out that a combination of Broken Red Rreign Scales, Orange Folding Comb, and Curious Little Amandus Doll all layered up nicely! A circlet helped too!
