I keep doing quests but I didn't get any quest points where do I get quest points?

Currently, Pete, Sarah, Maleria, Quentin, Mori, and Saggy give out quest points. (The others don't.) You won't get them every time you finish a quest, though. In a way, it's sort of random. There is probably some kind of system (based on item rarity, perhaps?) but not too sure about that.

By "saggy" you mean Saggitarius?

the average is 1:9 quests give out a Quest Point, but of course that's a sitewide average, so you may go through a whole quest giver and not get any, or you may get three points from one NPC. It just depends :D

And yes, 'Saggy' (it's actually usually shortened to Saggi) is Saggitarius, and it's not just Mori that gives them out, it's Nori during the daytime too - Cursed Quests in general :)
