Why? Why would any quest NPC be coded to ask for those things? I'm not handing them over. I'm not spending currency I can only get once per year so Quentin can give me a 6k sP plushie and a piece of clothing I've gotten four times already this week. I'm also not spending 45k+ sP so Quentin can give me 25k if I'm lucky. This is costing me a decent amount of quests in the long run. Whose decision was this?

Quentin has always asked for holiday items. At least the steamworks and lounge items they ask for are available, and usually only 3 or 4 trinkets. The ones I hate are when they ask for Morostide items! Those mage amulets they randomly hand out sell fast, and for 3 to 4 hundred thousand each though, so the quests can be worth it.., but it is a gamble.

I think they use it as a balance to justify the expense of the mage amulets and tomes you can rarely get from them. That being said, I'm usually not thrilled when I have to fork over 40k+ either.
