I have 1.482 million on hand - I can't do Sarah's quests, but I can do Saggi's. It was 1.5m not so long ago.

Do you have sp in a shop til or vault? It doesn't have to be on hand to count towards their allowances. That's why I always encourage people to put some in vault if they're 100% sp broke and on the cusp for these two quests since with Saggi if you dip below his bare minimum (even if it's because you retrieve an item) he won't let you do anything.

Oh that's right, I do. I never noticed it before, but it's 1000% possible I didn't pay attention.

The quests also count any active trades - so if you've made someone an offer and they haven't yet accepted or declined it still counts as sp "on hand." Not sure if it also counts in reverse, i.e. someone has offered on one of YOUR trades.
