So, I was Restocking, and noticed an event about Tempest, and I think it said she wanted to play? I'm on mobile, and when I went to select the event, I accidentally hit the screen with the meat of my palm and went to a different page instead.

I wasn't active whenever the Storm plot or events took place, and I can't easily find where to go to visit an NPC, like you can with the oracle or with a subeautique invite attention. Did my misclick put me out of luck? Is it maybe a challenger event?

Unfortunately out of luck if you misclick it and no it's not a Challenger event it's a random event where if you click on it you can get items from her

When it showed a different page what did it show

The Cloudari is given out by Tempest, so it looks like you did manage to click the event c: All she does is give you a random item from the pool of items she gives out.

For future reference, you can go directly to this page if you want to double-check after missing an event. I'm not sure how long it's active for after the RE itself pops up, but if you bookmark it you might be able to get there in time if you misclick on something again
