I have looked in the cash shop for minions, but never see them. I know there are some that you can only get from there, but I am having an issue figuring out where they are listed...help

You can find some of them in the themed set section. There's usually a couple in there! As for the rest, you can try the hustler, the themed chance machine (no guarantees you will get a minion, they are just a possible prize), and from the collections. This guide has what can be found in collections . It's a little outdated but it's good for the older stuff.

We also get a lot of stuff back during Black Friday, so it's worth waiting until then too.
