Does anyone know where it comes from? If it's a carnival prize, I was playing the games. I was also doing Major Drills. I don't know if the plushie can come as a reward?

I think it's one of the special rewards that you can randomly get from using the vending machines, I'm pretty sure I've gotten one myself that way before.
