Where to put wrong layer wardrobe stuff

The Gnomeli Braid Styling Dolls are currently in the head layer. They should be in the hair layer.
I can't remember if there's a thread for these things, if there is I can't find it. Don't know if it should in bugs, under wardrobe. In suggestions? In feedback? Any idea?
