...does it scale up like the sP pet slots do, or does it stay at 1500? or is there like a limit to the amount of csc slots you can buy? i should probably do more personal research into this... but i would like someone experienced to help me out too hehe, thanks for any and all help

the CSC pet price remains the same...but there is a limit.

On the personal->dashboard, there is a listing of pet slots. Where is says : Extra Pet Slots Breakdown The: from new slot additions (max 55) shows how many CSC pet slots you have purchased in the past and the current max.
