So I have the scrolls from willowisp, PSR, and Eclipse... but I have no idea what to do with them now. Do I combine them at the genetech lab or something?

Those three scrolls can be combined at the Genetech Lab to create the Lights of Sprites Scroll.

Yes :) Subetalodge has a list of all the tattered scroll pieces and what scrolls they turn in to once combined with their counterparts
