Ice King is an Extremely Hard challenger. I've beaten him with my tier 12 pets, but haven't bothered with my lower tier pets.

As has said, the Ice King is classified as "extremely hard" and I would say that around tier 10 is when a pet can expect to start being able to defeat him. See this guide for explanation of tiers
