It's a collection item from the Collection items are available in the cash shop for 250 CSC in their respective months. At most it's worth 38mil, the user shop price for the collection it's from. That seems a little unlikely though, I'd price it more at 25mil sP and that's a bit of a stretch. In my experience most people won't buy collection items at a lot more than the initial value since they come back.

CSC to sP value is deflated right now. Normally I'd say to sell quickly it'd be worth 250 CSC and 20mil sP. Because of the CSC deflation currently I suggest only selling for sP.
