Have you checked your wardrobe to see if you have the border anyway? Sometimes the event banners don't pop up like they should. You can see all your borders under Personal -> Cosmetics.

try viewing your achievements page, sometimes that will trigger getting the achievement.

yes i checked 4 times and i also do every single place on the map and its not triggering at all

Did you try zhongli's suggestion? If that didn't work either, you may have to file a ticket with staff to see what the issue is.

While this one is easy to get it is still random. I had to visit this page around twenty times to get it to trigger for me.
