I noticed that while some flowers have an official price of 0, some have something else as the official price, most of them around 4000-something. Like the has an official price of 4003. Is there an official shop you can buy them at? I know Survival flowers restock at Seedlings but it doesn't seem like any Vesnali flowers do.

From what I could find from some old news posts, it seems like some of them have restocked at Seedlings before in the past. Not all of them maybe, but at least some of them.

Some of them restocked at Seedlings because they just did, and some of them restocked at Seedlings because they were the only bouquet flowers and they had a huge price in user shops. None of the flowers are 'new' anymore, it's been a good while since any were drawn. It used to also be that there were only a few new flowers introduced each year. Just like Easter Tickets were super-rare and had a high aftermarket value, so did the original Vesnal flowers.

Rarity 175 anything cannot restock. Sometimes items do change rarity for the holidays, survival flowers are like that. So the way to check this for sure would be to see if their rarity number has changed on the ones with the official price or sort vesnali flowers by rarity in the fansite Subetalodge.
